The aim of the study was to analyse the present state of the European ICT standardisation
policy and to bring forward recommendations for its future development.
Project Team
To perform the study, a project team was set up under the supervision of
Professor Dr. Patrick Van Eecke,
of the international law firm DLA Piper in Belgium.
A Core Team of four experts was responsible for performing the factual analysis of the
standardisation issues and drafting tasks. The Core Teamalso undertook the
management tasks in relation to the contract execution. The Core Team consisted of
Patrick Van Eecke, Paulo Pinto
and Tineke Egyedi.
A Field Expert Team of 10 specialists supported the Core Expert Team by providing
relevant input through performing specified tasks. An Advisory Board of three
standardisation authorities with many years of practical expertise in the field, was
set up for assessing each deliverable on its legal and technical qualities before it was
submitted to the European Commission.
Finally, the Project team drew on the experience of more than 25 Standardisation
Experts by conducting interviews and inviting them for feedback through a Questionnaire.
Deliverables
The findings of the Core Team were discussed in three deliverables, being:
- A First Interim Report, covering an in depth analysis of today's characteristics and the
expected developments of the ICT standardisation landscape; the examination of the specific
standardisation requirements for the years to come, an exploration of the alternatives for a
standardisation system, and an analysis of the current EU ICT standardisation policy and its legal
framework. The Interim Report already contained an outlook on possible policy
recommendations.
- A Second Interim Report, covering the possible alternatives for the future EU ICT
standardisation policy and its integration to other EU policies; the identification of the specific
standardisation policy measures and their legal requirements, available to be implemented within
the future EU ICT standardisation system; an analysis of how public authorities could more
efficiently use standards in support of EU policies and legislation; and an identification of the
policy measures for better promoting the results of the EU standardisation system and to increase
their impact on a global level.
- A Final Report (Study), covering the finalised analysis of the Interim Report and policy
recommendations, including the identification of the requirements for the structures, procedures
and processes to create standards and the policies and measures that can facilitate the creation of
these structures, procedures and processes.
